NOLA is unique: from the upscale Garden District on a quiet weekday afternoon to the Bourbon Street invasion at night. I heard a jazz musician, a local performing for locals in City Park, reminisce about “when we used to go to Bourbon Street, and we used to wear jackets and ties.” No longer.
